The correct phrase should be 志在必得, which means “be determined to win”. (Literally, 志在 - the intention is; 必得 - must win)
志在必夺 sounds a little bit queer but still comprehensible. It means the same thing as 志在必得. Here 夺 refers to 夺冠、夺标 - win the championship.
