英文译文：worse off than some, better off than many/to fall short of the best, but be better than the worst 成语典故: 赶不上前面的，却超过了后面的。这是满足现状，不努力进取的人安慰自己的话。有时也用来劝人要知足。 成语出处: 汉·赵岐《三辅决录》：“上比崔杜不足，下比罗赵有余。”晋·张华《鹪鹩赋》：“将以上方不足而下比有余”。 成语例句: 在些地方我不如人，但有些地方人不如我，比上不足，比下有余。”（杨献珍《加强党性锻炼》）

For those of you still struggling, here is a literal translation.

"Compared to the best [we are] not sufficient. Compared to the worst, there is remainder."

比 bi3 is our core verb here, "to compare"
上 shang4 here means "the best"
下 xia4 here means "the worst"
不足 bu4zu2 means "insufficient" / "not satisfactory" / "not enough"
余 yu2 means "extra" / "remainder" / "surplus"

A good translation is:

"Compared to the best we aren't much; [but] compared to the worst we still have something more."

"比上不足,比下有余"means it's neither the best nor the worst.That is, you are satisfied with what you've got or been, not thinking of improvement.
