事实上，重庆以“八大城投”引领的地方政府平台投融资模式，由于可供政府最大限度地组合各种资源，已为各地争相效仿。

八大城投（八大城市投资公司）, refers to the eight investment companies in the city, also known as 八大投。 The investment are mainly toward city constructions, hence the name.

The eight companies in Chongqing refers to 城投公司、高发公司、高投公司、地产集团、建投公司、开投公司、水务控股 and 水投公司.

personally i feel "eight big investment firms" or something alike will be more appropriate.
